State Institute of Agriculture Management  (SIAM)

 

“State Institute of Agriculture Management (SIAM)" is premier state level Institute set by the Government of Rajasthan in 1993, to offer specialized training programme in the field of Agriculture and its allied sectors. Up to May, 2003, SIAM was a Govt. body now it is an autonomous body registered under Rajasthan Society Act, 1958 on 16th June, 2003. The Principal Secretary to Agriculture, GOR is the Chairman of the Governing Body of the society and on other HOD members for RSWML, Agri. Marketing Board, Agriculture, Marketing, Horticulture, watershed & Soil Conservation, RSSCA, RSSS, SIAM, Jaipur, Tonk has subscribed to the memorandum of association

Scope of training

The scope of training is, therefore, widened to a great extent according to clientele base. Now it is necessary to build capacity of each of the beneficiary groups namely, the farmers, input supply agencies / dealers, people involved in agro-processing and market functionaries, private and public services providers, and even people engaged in development of technology etc. The fast emerging training needs or the very focus, therefore, may have to : -

  • To sensitive and orient the beneficiaries to respond to these challenges, WTO and its implications and the legal reforms etc. They in particular need up gradation of their skills to meet a) the challenge of competitive hi-tech innovative market driven high productivity syndrome and crop planning (area specific, crop specific, buyer specific and consumer specific);

  • To tune the farmers to involve in Direct-Marketing and localized grading and processing activities;

  • To impart knowledge to the people at the grassroots level engaged in areas such as market driven production program, post harvest management of agricultural, horticultural and medicinal or aromatic crops, availability of marketing finance, information on facilities for quality assurance and standards, grading, packaging, storage, transportation, contract farming, direct marketing, alternative markets including forward and futures markets, commodity exchanges, online market information system etc.

  • To address the specific training needs emanating from the market functionaries in terms of credit, pledge financing, infrastructure facilities, storage, warehousing periodic rural markets, forwards & future's market etc.

  • To promote the participation of NGO's (private sector) in the production and marketing processes;

  • To begin with IT enabled education and training dovetailing Cyber extension, print & electronic media etc.

  • To establish an ambiance for profitable agriculture, economic processing of farm produce and prevalence of a good marketing practices in the country, promoting the interests of primarily farmers and consumers and also reasonable business margins for the traders / processors, there is an enormous task before us. Therefore, much of the energy and resources would be required in preparation of “training and education modules”. It may have incorporate and integrate all such important areas of agriculture development and marketing. It may address the specific needs of each group of beneficiaries (for reaching the region specific farmers in vernacular languages) and also the service providers. On the other hands imparting training to such a diversified group of people would again be a battle challenge. The training would continue to play a pivotal role in the attainment of our objectives.

Keeping in view this, we have tried to look at the present working in training institutions. Most of them have no ambience to support each other endeavor. However, all of them wish to integrate all their resources to achieve the ultimate goal, a self sustaining, economically viable agriculture sector which supports over 70% of the total population. Therefore, we have to make a serious attempt to :-

  • Integrating various agencies, their material and human resources, facilities, budgetary allocations;

  • Looking at extended support of GOI and other agencies and external resources;

  • Preparation of training module to address specific needs of various sectors like organic farming and   water harvesting;

  • Establishing an effective collaboration with key players in training, research, development, extension,    agro-processing, and marketing
